(CARTS) PROJECT
GENERAL PROCUREMENT NOTICE
The Government of Jamaica (GOJ) through the Westmoreland Municipal Corporation (WMC) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD650,000 towards the cost of implementing Climate Change Adaptation and Risk Reduction Technology and Strategies to Improve Community Resilience (CARTS) Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project.
Payments by CDB will be made only at the request of WMC, and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOJ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The following consultancy assignments will be procured under the project:
Flood Control Master Plan Engineering Services.
Design of Flood Early Warning System.
Update of Community Disaster Risk Reduction Plans.
Training in Business Continuity Management for small and medium-sized enterprises.
Training in Geographic Information Systems (GIS).
It is expected that these will be procured during the period November 2018 to March 2019.
The following goods and/or works and/or non-consultancy services will be procured under the project:
Construction of Floodgates with Check Dams.
Construction of an Eco-drain.
Construction of Coastline Shoring Structures.
Replanting of Over 3,000 Mangrove Plants.
Production of Brochures and Signs.
Purchase of Equipment and Materials for Disaster Preparedness, Climate Change Workshop.
Purchase of Town Wide Disaster Preparedness Drill Materials.
Training Materials for Oyster Farm Workshops.
Training Materials for small-scale Ornamental Fish Workshops.
Training Materials and Equipment for Disaster Preparedness and Emergence Management to First Responders.
Production of Climate Risk Notes.
Training Materials for Safety at Sea Workshop for Fisher-folk.
Training Materials for Insect Screens for Dwellings and Mesh Covers for Water Storage Containers Workshops.
Purchase of GIS Equipment.
It is expected that these will be procured during the period April to November 2019.
Consultants and/or Contractors and/or Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities.
